LIBRARY CARDS

Any interested person may apply for a free library card regardless of place of residence.  A picture ID is required, and the applicant must fill out a form with name, address, and phone number.  Children aged fourteen and under must have an adult sign the registration form.  Each patron must have a library card or an alternate authorized Library identification on file in order to check out Library materials.

 

BORROWING MATERIALS

Ten books or audio books, 5 videos or DVDs, and 5 magazines may be checked out per card at any one time.  No more than three new books may be checked out.  New books have a red dot on the spine.  There is no limit on the number of uncataloged paperbacks that may be checked out.

Videos and DVDs are checked out for one week.  Fines for overdue videos are 50 cents per day.  All other materials are checked out for 3 weeks.  Fines for other materials are 10 cents per day.

Library card holders are responsible for fines and/or replacement costs for all materials checked out on their cards.  Fees for list cards are $1.00 for the first replacement and $5.00 for lost cards after the first one.

 

RENEWAL POLICIES

Library materials may be renewed in person, by email or by phone.  Books and audio books may be renewed one time for an additional three weeks.  Videos and DVDS may be renewed once for an additional week.

 New books (with red dot on spine) and books which have been reserved for others cannot be renewed.

 

LIBRARY SERVICES

The library welcomes suggestions for new items.  Suggestion forms are available at the library desk.  Older and specialized items not owned by the library may be requested through interlibrary loan for a cost of $1.00 per book.  Inquire at the desk.

 

Fax services are available for $2.00 up to 5 pages, then 25 cents per page up to 10 pages.  Faxes over 10 pages require sending an additional fax.  Faxes to areas outside the United States are $5.00.  Incoming faxes cost $1.00.  the library’s fax number is 804-580-5202.

Photocopy charges are 10 cents per copy, payable at the library desk.

Printouts from the computers are 10 cents per page for black and white and 30 cents for color copies. 

The library provides 7 public computers with internet access.  Users must sign in at the library service desk and be assigned to a computer.  Use is limited to one hour per day.

The library has a wireless internet (WiFi) connection which may be used at no cost by patrons with suitable equipped laptop computers.

Donations of books and other materials are gratefully accepted.  Materials which can be used will be added to the collection and all others will be disposed of at the library’s discretion.

Book return boxes are located in front of the library, at Lilian Home Center in Burgess, in the Callao Supermarket, and in the post office lobby in Wicomico Church.

 

INTERNET ACCESS POLICY

The Northumberland Public Library provides public access to the Internet in keeping with its role as a source of information, intellectual development, and enrichment for the community.  As part of the goal of making as much information available to as many people as possible the library does not restrict access to any resource in the Internet for reasons of content  except as required by Virginia Code § 42.1-36.1 regarding software filters.  Any person authorized by the Library Board (defined by the Board as any paid staff member) shall “disable or otherwise bypass the technology protection measure required by this section at the request of a patron to enable access for bona fide research or other lawful purposes.” 

The Northumberland Public Library has no control over the information accessed through the Internet and cannot be held responsible for the content or quality of the information retrieved.  Your use of Internet resources carries with it a responsibility to evaluate the quality of the information accessed..

If you feel information obtained through the Internet is inaccurate or offensive, we suggest you contact the original producer or distributor of that information.  The availability of information does not constitute endorsement of its content by the Northumberland Public Library. 

A parent or legal guardian is required to give permission for their child, 14 and younger, to use the Internet in the library when they fill out the application form before a library card is issued.  The library does not monitor Internet use.  As is the case with all other library materials, children’s access to the Internet is the responsibility of the child’s parent or legal guardian.

It is prohibited to use this access for any illegal or criminal purpose.  The use of Chat Rooms and Instant Messaging (IM) is NOT permitted on the children’s computers.

The library computers on which the public can access the Internet are located in public areas which must be shared by library users of all ages, backgrounds and sensibilities.  Individuals are asked to consider this, to respect the sensibilities of others, and not access potentially offensive information and images.  Use of library terminals for viewing or disseminating illegal images is not permitted.

Those who violate the policy above will be asked to stop the disallowed activity immediately and their session will be terminated for the day.  Should a patron refuse to stop their non-permissible activity, the County Sheriff will be called to enforce the policy regulations and the individual will be barred from use of the Northumberland Public Library computers for one year.
